FIREFIGHTER CANDIDATE
ASSESSMENT (FCA) TEST

The FCA, or Firefighter Candidate Assessment, is a computer-based test battery consisting of two parts; a multimedia assessment and a self-description component. In the multimedia portion, candidates respond to audio and video cues on the computer. In the self-description component, candidates define themselves by responding to biographical, situational, and work attitude items.

The FCA website will go live once the application period opens. The cost to take the FCA is $76. For instructions for how to register/schedule for the FCA please refer to the Scheduling Instructions (PDF). We also encourage you to review the FCA Preparation Guide (PDF).

Achievement of a passing score on the FCA is required in order to be considered for the next phase of the selection process

A passing score on the FCA taken from 2016, 2018 2020 or 2022 satisfies the 2023 FCA requirement. If you previously achieved a passing score on the FCA, you must submit a new City application, but you do NOT need to retake the FCA. Application Process

The FCA Fee Waiver Application must be submitted during the FCA registration window,which is the same as the application window.

Financial hardship should not prevent anyone from attempting the Firefighter Candidate Assessment (FCA). PSI, in coordination with the City of Los Angeles Personnel Department, is waiving FCA registration fee for individuals who demonstrate a financial hardship. If you believe you may qualify for a fee waiver due to financial hardship, please review the information below.

To apply for an FCA Fee Waiver with the City of Los Angeles Personnel Department, please follow the steps:

Application

If you think you qualify, please fill out the application and then print it out. If you can't fill it out on your computer or device, print out a paper copy of the application and fill it out. If you prefer, or if you are unable to print out the application, you may email FCAFeeWaiverApp@lacity.org or call (213) 473-9060 and ask to speak to the FCA Fee Waiver Application Analyst to arrange to pick up a copy of the FCA Fee Waiver Application from our business office.

Review & Sign

Review your responses to the information on the application for accuracy. Once you are sure all the information is correct and complete, print your name, sign, and date the FCA Fee Waiver Application.

Documentation

On the FCA Fee Waiver Application you indicated that you are eligible for the fee waiver through 1) the benefits identified on the waiver, or 2) household income level. Therefore, you must provide supporting documentation that confirms your eligibility for the fee waiver. The types of supporting documentation are indicated on the application.

Scan & Email

Once you have completed and signed the FCA Fee Waiver Application, and you have gathered the supporting documentation that verifies your eligibility, scan the application and supporting documents and email them to FCAFeeWaiverApp@lacity.org. Please be aware that you must provide legible copies of your application and supporting documentation for your application to be considered. If you prefer, or if you are unable to scan and email the documentation, you may email FCAFeeWaiverApp@lacity.org or call (213) 473-9060 and ask to speak to the FCA Fee Waiver Application Analyst to arrange to deliver the documents to our business office.

Q. What is the FCA Fee Waiver?

A. The FCA Fee Waiver allows those who meet financial eligibility requirements to waive the $76 registration fee for the Firefighter Candidate Assessment (FCA) administered by PSI.

Q. How long will it take to verify my eligibility for a fee waiver?

A. If the scanned copies of the application and supporting documentation are legible; the FCA has been fully completed and signed; the eligibility documentation clearly supports your eligibility for the waiver; and you respond in a timely manner to any questions the Fee Waiver Application Analyst has for you (either via email or phone), then your eligibility determination may be completed within five (5) business days.

When scheduling the FCA, please take into consideration the time required to process the FCA Fee Waiver Application.

Q. How is eligibility for the fee waiver determined?

A. If you receive the benefits identified in Section 1 of the FCA Fee Waiver Application (e.g., SSI, TANF, Medi-Cal, CAL Fresh), or if your household income meets the 2022 Federal Poverty Guideline for 2020 identified on the FCA Fee Waiver Application, then you may be eligible for an FCA fee waiver.

You must complete the FCA Fee Waiver Application and submit it as indicated on the job bulletin. In addition, you must verify your eligibility for the fee waiver by providing supporting documentation as indicated on the FCA Fee Waiver Application.

Q. How do I apply for the FCA Fee Waiver?

Briefly, you must 1) complete the fee waiver application (click here), print it out and sign it; 2) compile the document or documents that verify that you meet the eligibility requirements listed on the fee waiver application; 3) scan the completed & signed fee waiver and supporting eligibility documentation, and email it to FCAFeeWaiverApp@lacity.org, or call (213) 473-9060 and talk to the Fee Waiver Application Analyst to arrange to drop off hard copies.

Q. How will I be notified whether my fee waiver has been approved?

A. The Fee Waiver Application Analyst will notify you by email regarding your eligibility. If you have been approved for a fee waiver, you will receive detailed instruction regarding registering for the FCA on the PSI website. In addition, a representative from PSI may contact you directly to assist you with your online FCA registration.

Q. What if I already paid for the FCA, but I qualify for a fee waiver, can I receive reimbursement?

A. If you schedule and pay for the FCA before a fee waiver application has been submitted or before an eligibility determination has been made, you may still be eligible for a fee waiver and reimbursement through PSI. However, you must submit the FCA Fee Waiver Application before the FCA testing period ends on October 16, 2023. Reimbursement will be made to the account charged for the FCA registration fee.
